BUSINESS DIAGNOSTICS

Business Diagnostics is the first major step on the SME capacity development road map for SMEs that shall participate in IEC programs and services. All selected SMEs shall be taken through a business diagnostic exercise as systemized approach to assess key business strengths and weaknesses that can be capitalized upon/ addressed to enhance the company’s participation in the Oil & Gas sector in Uganda. 

The methodology for conducting the business diagnostics shall include an analysis of participating enterprises at a strategic, operational, marketing, production and resource management level using qualitative and quantitative indicators to diagnose and collaboratively set forth strategies aimed at improving business performance. During the BD exercise, the experts shall support enterprises to put in place mechanisms and systems required to enhance their chances of winning bids/ tenders in the Oil & Gas sector in Uganda.

The Business Diagnostic shall also serve the three (03) main objectives; 

  • Verification Visit: The business diagnostic shall be used to verify business operations and key information as submitted during the application process. 
  • Gap Assessment Workshops and Action Planning: Following a positive verification, the SMEs shall participate in an onsite needs assessment where by experts shall engage the SMEs to hold gap assessment workshops with various employees within the enterprise. The workshops shall also be used as a platform to set forth feasible and action oriented action plans within each enterprise that enhance and support the company’s participation in the sector. The action plans shall be clearly documented with clear timeframes and the stipulation of the required resources. 
  •  Data Collection (M&E Baselines): The key data important for the establishment of a robust M&E system shall be collected during the business diagnostics phase. 

Foundational Course: Introduction to the Oil and Gas sector

The awareness and foundational course shall be offered on a quarterly basis for all SMEs that are new to the Oil and Gas sector and would like deepen their understanding on the sector. The course shall issue current opportunities for participation in the O&G sector and shall provide participants with general knowledge and an understanding of upstream and midstream oil and gas activities in Uganda from technical and business perspectives.

  • Objectives of the Trainings: To provide participants with general knowledge and information plus an understanding of the upstream and mid-stream Oil & Gas activities in Uganda from technical and business perspectives.
  • Specific Objectives: The first is to provide participants with a particular context in which the Oil & Gas sector operates in Uganda, secondly is to provide participants with knowledge and information on currently available opportunities in the sector and finally to provide participants with knowledge and information on the current challenges facing the sector and how to navigate around them.

Course ContentIntroduction to the O & G sector in Uganda (upstream and midstream), Operators within the sector (upstream/ midstream), Opportunities in the upstream & midstream sectors. Legal and Regulatory framework of the sector, National O & G Policies, Becoming an O & G supplier in Uganda, Challenges SME's face in accessing opportunities in the Oil & Gas sector, and finally addressing solutions to challenges facing SME's in accessing O & G opportunities.
Course OutcomesParticipants obtain a good understanding of the O &amp G sector in Uganda including the key players and regulatory requirements, participants understand the necessary procedures and steps for becoming a contractor in the O & G sector in Uganda, participants are able to evaluate and assess key opportunities and challenges for becoming an Oil & Gas supplier in Uganda, and finally participants understand the high level procurement processes and key HSE standards of the sector.

Business Simulation Training

Business simulation training to SMEs shall be offered as an innovative approach to enhance their business growth and resilience. A business simulation is a dynamic, experiential learning method replicating real-world business scenarios in a risk-free environment. Participants engage in decision-making processes, strategic planning, and problem-solving within simulated market conditions.

Business simulation training at the IEC shall include Business Process Modelling(BPM), generating sector-specific information for the simulation, generating process logs, KPIs and setting industry benchmarks to enhance business growth and resilience. The results of the Business Diagnostic exercise shall determine the focus of the simulation activity for each participating enterprise.

The IEC shall assign key experts to support enrolled enterprises during the simulation activity and a certificate of attendance shall be issued to all participants at the end of the training. Participants in the simulation training shall be categorized per sector to allow for sector-based learning and simulation.

Technical Trainings by tier 1 contractors

Tier 1 contractors in Uganda primarily refer to contractors that typically win major contracts directly from Oil and Gas operator companies like TotalEnergies, UNOC or CNOOC. Their primary mandate is to deliver key infrastructure, managing major oil and gas projects, and ensuring compliance with industry regulations and safety standards. Their roles include engineering, procurement, and construction (EPC), project
management, health and safety compliance, quality control, and capacity building. Notable Tier One contractors in Uganda’s oil sector include McDermott, Sinopec, Vallourec Oil and Gas Uganda, Petrofac & Inspecta Africa JV, DHL, BTS Clearing & Forwarding Limited, Mota-Engil (Uganda) Limited, and Schlumberger Uganda, Expro Oil Field Services.

Tier-1 contractors are key players in increasing the participation of Ugandan companies in the Oil and Gas sector in Uganda as they often are mandated to sub-contract the provision of certain goods and services to local Ugandan SMEs. The Tier 1 contractors have committed man-days to provide technical training in the specialized areas to selected SMEs based on the specialized needs. The IEC Operator shall facilitate and coordinate the training that will be delivered by the Tier 1 contractors. Below are the technical trainings lined up at the IEC by the Tier 1 Contractors.
