Eligibility Criteria
To participate / register for the various programmes and services at the Industry Enhancement centre, an SME has to meet the minimum requirements below;

Industry Relevance
The IEC shall prioritize businesses that are within the 25 sectors that were identified as high potential industries by the Industry Baseline Survey that was conducted by the Joint Venture partners in 2013. These include;

- Facility Management
- Food Supply
- Fuel Wholesale
- Furniture Manufacturing
- Generic Waste Management
- General Maintenance
- Hazardous Waste Management
- Light Equipment

- Production Operations
- Steel Manufacturing
- Road Construction
- Site, Safety & Security
- Structural/Flat Steel
- Technical Consulting
- Transport & Logistics
- Transportation(People)
- Vendors
- Work Safety Product

Registration on National Supplier Database
This is a pre-requisite for interested parties to participate in the sector and priority shall hence be given to entities that are already on this platform.

Geographical Location and Distribution
The IEC shall only target businesses with core business operations in Uganda.

Demonstrated Interest and Commitment
Businesses that have shown a demonstrated interest to participate in the Oil and Gas sector in Uganda and have previously applied for tenders but been unsuccessful shall be prioritised for IEC activities and programs. In addition, SMEs that have made commitment to ongoing training and development of their staff and are more active in the various sector activities and programs shall be prioritized since they can adapt much better to the rigorous demands of the Oil and Gas sector.

Ownership and Management Structure
Only businesses that are classified or qualified to be a Ugandan business as per the National Content regulation shall be selected for IEC programs and activities. In addition, only business with over 50% Ugandan shareholding shall be considered for programs and services at the IEC.

Operational Exellence
The IEC shall determine the operational and financial health of interested businesses to ensure that they can sustain operations and manage the financial requirements of participating in the Oil and Gas sector. The focus shall be on businesses that possess a business plan and demonstrate stable annual growth as these are increasingly important in the Oil and Gas industry.

Capacity for Scaling Operations
The IEC shall assess the capacity of the businesses in terms of workforce, and years in existence to ensure they can meet the demands of the Oil and Gas sector. Preference shall be given to businesses that comply with national and international standards and regulations.

Capacity Building Needs
The IEC shall give preference to businesses that have not had training and capacity building opportunities before and those that aim at increasing inclusion and enhance women/ youth/ Persons with Disabilities (PWDs) participation in the Oil and Gas industry.
